Financial Accountability for Government funded programs

QCEC provides to each schooling authority statements of government funds paid to schools within that authority in the preceding year. The statements are to be signed by the authorised officer and the auditor responsible for signing off on the payee’s financial statements. The statements were issued in February 2016.

The grant contribution application, financial report documentation and any other information relating to the assessment should be emailed to datacollections@qcec.catholic.edu.au.

NAPLAN Year 3, 5, 7 and 9 test dates

The NAPLAN 2016 tests for students in Years 3, 5, 7 and 9 will be held from Tuesday 10 May to Thursday 12 May 2016.  Visit the NAPLAN website to for more information.


DET Financial Questionnaire (FQ) – Provision of Data to QCEC

The annual Australian Government Financial Questionnaire (FQ) for the collection of 2015 data from Non-Government schools and Systems will be available from March 2016.

School Systems, school authorities and schools are to enter the 2016 financial questionnaire data in the QCEC FA and FQ template. This information will be uploaded to the School Service Point portal in bulk by QCEC.

The QCEC FA and FQ template will be circulated in March 2016.

DET Financial Accountability (FA) – Block Allocation Summary

Diocesan offices, Edmund Rice Education Australia (EREA) and Religious Institutes are required to enter the amount allocated to each needs component of Commonwealth Recurrent Grants by school in the QCEC FA and FQ template. This information will be submitted to the Commonwealth Department of Education and Training in bulk by QCEC via the School Entry Point portal.

The QCEC FA and FQ template will be circulated in March 2016.

Trade Training Centre Activity Report

Trade Training Centres are required to complete the Trade Training Centre 2015 Activity Report and Principal’s Declaration and return them to QCEC by Friday 17 June 2016.

  • Reporting templates will be provided to the Trade Training Centre lead school in early April.
  • For Trade Training Centre clusters, the lead school is responsible for the final completion and submission of the form to QCEC.
  • QCEC is required to check and upload the completed report into School Entry Point by 30 June.

Queensland College of Teachers (QCT) census of approved teachers

School principals are required to complete the census online through the Employer Services facility on the QCT website. All principals should have received an email notification by QCT advising of the census.

Kindergarten Enrolment Collection

Validate attendance for Semester 1, Term 2 and the provision of forecast attendance for Semester 2, to be entered into the QCEC Kindergarten data collection instrument. This information is required to facilitate release of funding to QCEC in its capacity as the Central Governing Body (CGB).

Queensland Kindergarten Funding Scheme (QKFS) Performance Reporting

Delegated Catholic agencies are required to complete a quarterly Performance Report which asks for issues/trends impacting on their organisation and kindergarten services.

DET Financial Questionnaire (FQ) – Online Declaration

Schools and school authorities are required to review the uploaded FQ data, provide comments for any anomalies and complete the online declaration in the School Service Point portal by 30 June 2016.

Financial Questionnaire – State Government

The Non State Schools Accreditation Board (NSSAB) requires Financial Questionnaire data to enable it to calculate the State General Recurrent funding Schools Resource Index component of the State Recurrent Grant. QCEC supplies this data to the NSSAB from the DET FQ on behalf of all Queensland Catholic school authorities

DET Financial Accountability (FA) – Audit Signoff

QCEC on behalf of Queensland Catholic school authorities is required to have the Queensland Catholic System Financial Accountability certificate confirmed by an independent auditor online on the School Entry Point portal.

Queensland Annual Schools Reporting

Schools are required to publish their school annual report on the school website, and in at least one other format (e.g. hard copy, newsletter, handbook, noticeboard or sign), which the school can choose. To assist schools in completing their Annual Report the following Apparent Retention Rates for 2015 are provided.
